I am missing many of the standard Finder operations in MacOS 8.x, 9.x

There is a feature in system 8.x and 9.x which allows for setting up a "Simple Finder." This is basically a way to restrict the choices that users have. The most noticeable differences are that there are no key commands, the Sleep command disappears, and most of the normal choices under the File menu are gone.

To change back and forth between the Simple Finder and the regular Finder, go to the Edit pull-down menu and choose Preferences. Make your selection on the check box that says "Simple Finder" and then hit OK
